The Ministry of State for Public Service (MSPS) has its origin in the Establishments Division, which was created in 1947 in the then Office of the Chief Secretary. The Directorate has the critical role assigned to it and is responsible to the Cabinet Office for all matters concerning the administration of the Civil Service including manpower requirements, management improvement, staff development, personnel administration and training programmes for all Ministries and Departments.

The Directorate of Personnel Management is headed by a Minister in the Office of The President, an Assistant Minister and a Permanent Secretary/Director.

The Directorate Performs it's functions supported by four divisions.The Directorate also manages four institutions. Headed by Deputy Directors, the DPM divisions boast of skilled and a hard-working staff community that makes the DPM what it is today.

  • Finance and Administration


Prior to independence and when the Establishments Division was under the Office of the Chief Secretary, it carried out the normal routine of what was them considered as personnel work with regard to recruitment, postings, promotion, salaries, advances, leave, passages, etc. These service and requirements were framed to suit the then Colonial Civil Service. At the time, the emphasis was laid on directives received from the Colonial Office to ensure consistency and equity in applying the rules to individual officers.

The advent of independence brought a new impetus to the personnel management function in Government, namely, localization of the Civil Service which led to the establishment of the Service and Training Branch. This was the beginning of introduction of training programmes meant to prepare Kenyan citizens for the upper and middle level posts in the Civil Service at that time. Massive training programmes for common cadre personnel, i.e. administrative, accounts, executive, clerical, secretarial personnel, etc. followed this.
