Human resource development division is one of the four main technical Divisions in Ministry of State for Public Service. It was established in 1963 and placed in the Office of the Prime Minister to coordinate matters regarding the training of civil servants for the new Government.
At present, the Division is headed by a Director assisted by Deputy Directors. The Division is further divided into five sections each headed by an Deputy Director.
Policy Objectives
- Ensure that training and capacity building activities undertaken within the public sector advance national goals and priorities.
- Manage the training function in the public sector in a professional and systematic way.
- Develop and implement a system in which training funds are targeted to training the right people in critical areas.
- Raise the performance levels of the public sector by designing training that is demand-driven, cost-effective, gender sensitive and pro-active.
Strategic Objectives
1. Increase the training allocation to at least 1% of the recurrent budget in order to meet the challenges of training in the Public service. 2. Operationalise a comprehensive training policy for the public service to harmonize all HRD activities in the Public Sector. To integrate Private Sector contribution in Human Resource development in the Public Service. 3. To encourage Ministries/Departments adapt modern Human Resources Information Systems for effective and efficient management of the training function. 4. Develop client centered training programmes for the Public Service. 5. Encourage self-development among public servants through institutionalization of continuous learning culture in the Public Service. Core Functions ü Development, coordination and review of public sector training policy. ü Management of Human Resource Development data and information. ü Administration of technical assistance and HRD development programmes in the public sector. ü Providing advice to the public sector on matters of staff development. ü Training for the Civil Service Reform Programme. ü Sourcing and budgeting for training funds in the public service. Core Activities
Responsibilities for Sections I, II, & III are as follows: 1. Administering Human Resource Development activities in Ministries. 2. Assisting Ministries in identification of training needs, designing and identifying training programmes to meet the identifies training needs. 3. Administering seminars and workshops. 4. Developing training plans and evaluation training programmes. 5. Disseminating course announcement and processing applications. 6. Quarterly attendance of MTCs. 7. Communicating with donors on matters of training. 8. Planning and sourcing for funding for training from GOK and donors. Responsibilities 1. Forecasting and projecting Public Service human Resource requirements. 2. Developing and maintenance of Human Resource Development Training Information System (HRD TIS). 3. Maintaining skills inventory in the Public Service. 4. Preparing and producing standard/adhoc reports on training . 5. Briefing and counseling selected candidates for training. 6. Carrying out Research and Evaluation of training programmes and Institutions. 7. Implementation of cost-sharing policy (collection of 20% training levy). 8. Liaising with Education Attaches in Embassies/High Commissions and Institutioons on matters regarding students fees and allowances. 9. Working closely with Accounting Unit on disbursement of student training funds. 10. Coordination of common cadre training in Public Service e.g training of Accountants, Secretaries, Personnel Officers, Supplies Officers and Executive Officers. 11. Co-ordination of Lower Cadre Training Programmes in the Civil Service. 12. Coordination of training programme in DPM training institutions i.e GTI, Mombasa, Matuga, Embu and Baringo. 13. Coordination of pre-service training in the public sector e.g Ministry of Roads and Public Works, Ministry of Tourism and Wildlife, Ministry of Agriculture, Ministry of Livestock and Fisheries Development and Ministry of Transport. 14. Supervise Lower Cadre Training Units based at Ministry Headquarters or Provinces. |
