The Finance and Administration Division was established in 1978 as a Section during the re-organization of DPM. Its functions included provision of finance and general support services to the DPM and its training Institutions. By 1995, the section had been upgraded to include personnel services.

Core Functions

1. Provision of financial services to DPM.
2. Coordination and harmonization of administrative support services in the Director and its training Institutions.
3. Coordination of security matters in the Directorate.

Strategic Objectives

i. To coordinate and implement government policies relating to the management and control of DPM’s budget.
ii. To provide administrative and support services to the Directorate.
iii. To maintain the staff complement system for the Directorate.
iv. To identify and coordinate the Directorate’s development projects in line with the medium terms.
v. Liaise with the Attorney-General’s Office on litigation matters.
vi. To provide expenditure control service to DPM in order to enhance accountability, transparency in line with Government Financial Regulations.

Finance and Administration Division is coordinated by a Deputy Secretary, and comprises the following units:

  • Administration Unit
  • Personnel Unit
  • Accounts Unit
  • Supplies Unit
  • Audit Unit
  • Finance Unit
  • Planning Unit


The following are the functions of each and every unit in brief:-

Administration

  • Co-ordinates security matters
  • Provides DPM’s maintenance office services
  • Prepares answers to public queries, and Parliamentary questions.
  • Manages and co-ordinates transport services and maintenance of vehicles.
  • Consults Attorney-General’s Office on litigation matters.


Accounts

  • Management of accounting information, including annual appropriations accounts.

 

Personnel

  • The Personnel Unit is headed by a Principal Personnel Office. The cardinal functions of the Unit include staffing, discipline, remuneration, staff welfare, communication, human resource planning and staff development.

Supplies

  • Provides procurement and supplies services to DPM.

Audit
  • Advises management on propriety of expenditure and provides systems audit to the Directorate.

Finance
  • Coordinates budget preparations, provides expenditure control services and prepares responses to audit queries and Public Accounts Committee.

Planning
  • Direction of economic planning functions within DPM;
  • Coordination and formulation of national development strategies, policies and programmes;
  • Collection, collation, processing and administration of statistical data in accordance with the statistics Act;
  • Formulation of coordinated strategies, policies and programmes for the harmonious development of the economic sectors.
  • Carrying out sectoral studies and research to monitor changes in key indicators of sectoral economic structure, trends and efficiency;
  • Preparation of economic briefs on national economic policy matters that have an impact on the welfare of civil servants;
  • Preparation of progress reports on DPM programmes/activities for MTEF budget; and
  • Impact assessment of on-going programmes in the Directorate.
